Studying in Cologne: registration, residence permit and costs

Short answer: Register within 14 days at any of the nine Kundenzentren; walk-ins on Mondays and Wednesdays. Then: apply through the city's online services and book an appointment at your district's foreigners' office. Budget for rent of €640 a month.

Step 1: register your address (Anmeldung) in Cologne

  • Deadline: within 14 days of moving in.
  • Where: any of the nine customer centres (Kundenzentren), whichever you prefer.
  • Appointment: required on Tuesdays, Thursdays and Fridays; on Mondays and Wednesdays you can come without one.
  • Bring: passport and residence documents, plus the landlord confirmation. People moving from abroad must come in person.
  • Cost: free.

After registering you receive the registration certificate (Meldebescheinigung); your tax ID and a broadcasting fee letter follow by post.

Step 2: residence permit in Cologne

Office: Your district's Bezirksausländeramt (nine district offices: Chorweiler, Ehrenfeld, Innenstadt, Kalk, Lindenthal, Mülheim, Nippes, Porz, Rodenkirchen).

  • Before: register your address first.
  • Documents: passport (copies of all pages), study visa, enrolment confirmation, proof of money (e.g. €11,904 blocked account, declaration of commitment or scholarship), health insurance, copy of your rental contract, digital biometric photo. The city offers a checklist PDF.
  • Fee: not stated on the city page; nationally, a first residence permit card usually costs up to €100.
  • Work: up to 140 full days a year; study-related jobs at the university are not limited.

Apply before your visa expires and keep proof that you did. Under § 81 (4) of the Residence Act, a timely application generally keeps your stay lawful until the office decides; ask for a provisional certificate (Fiktionsbescheinigung) if you need proof.
