Studying in Stuttgart: registration, residence permit and costs

Short answer: Register within 2 weeks at one of the Bürgerbüros, or online if you have an eID. Then: apply online through the city's request portal or by post, before your visa expires. Budget for rent of €560 a month.

Step 1: register your address (Anmeldung) in Stuttgart

  • Deadline: within two weeks of moving in.
  • Where: one of 22 citizens' offices; when checked, Feuerbach and Nord were closed because of staff shortages.
  • Opening: most offices open Monday, Wednesday and Friday 8:15–12:30; Tuesday and Thursday with an appointment. Questions: phone 115.
  • Bring: passport, landlord confirmation (your landlord can issue it online), and your electronic residence permit if you have one. You get the confirmation on the spot.

After registering you receive the registration certificate (Meldebescheinigung); your tax ID and a broadcasting fee letter follow by post.

Step 2: residence permit in Stuttgart

Office: Ausländerbehörde (Ausländerrecht), Eberhardstraße 39, 70173 Stuttgart; phone +49 711 21691857 (Mon–Fri 10:00–13:00).

  • Documents: passport, digital photo, registration form, valid entry visa, proof of admission, proof of money, health insurance, proof of accommodation.
  • Fees: €100 for the first permit; €96 for an extension of up to 3 months, €93 for longer extensions.
  • Timing: the city warns of longer waiting times; visits are generally by appointment only.

Apply before your visa expires and keep proof that you did. Under § 81 (4) of the Residence Act, a timely application generally keeps your stay lawful until the office decides; ask for a provisional certificate (Fiktionsbescheinigung) if you need proof.
