Studying in Munich: registration, residence permit and costs

Short answer: Register within 14 days at a Bürgerbüro, with an appointment. Then: submit the application and documents online or by post; in-person visits only with an appointment. Budget for rent of €850 a month.

Step 1: register your address (Anmeldung) in Munich

  • Deadline: within 14 days of moving in.
  • Appointment: required; book through the city's online appointment system.
  • Bring: passport and the landlord confirmation. If you can't get it, the city accepts a declaration explaining why.
  • Cost: free.
  • Online registration for a main residence runs through wohnsitzanmeldung.gov.de; it needs an ID card with an online function, which new non-EU arrivals usually don't have yet.

After registering you receive the registration certificate (Meldebescheinigung); your tax ID and a broadcasting fee letter follow by post.

Step 2: residence permit in Munich

  • How: application form plus documents online or by post; appointments are required for visits.
  • Documents: passport, biometric photo, admission or enrolment certificate, health insurance, proof of money (e.g. €11,904 blocked account, declaration of commitment or scholarship), and your visa.
  • Fees: €100 for the first permit, €93 for an extension; free for holders of German public scholarships.
  • Timing: processing can take a long time, so apply as early as you can.

Apply before your visa expires and keep proof that you did. Under § 81 (4) of the Residence Act, a timely application generally keeps your stay lawful until the office decides; ask for a provisional certificate (Fiktionsbescheinigung) if you need proof.
